Is Wakuna safe and legal in the Netherlands?

If you have found Wakuna Casino and you live in the Netherlands, the first question is rarely about games or bonuses. It is whether the site is safe to use and whether you are allowed to play there at all. Those are two different questions, and the answer to the second one matters more than most players expect. Wakuna does not hold a Dutch licence, so it sits outside the system that protects players here. That does not automatically make it a scam, though it does change what you are signing up for. This page walks through the licence, the CRUKS register, the money side, and the practical checks worth doing before you deposit.

01

What licence Wakuna actually holds

Wakuna Casino is operated by The Green & Verde Enterprises Limitada, a company registered in Costa Rica. The brand site shows an Anjouan Gaming Board verification seal. That is the whole of it. There is no Dutch licence behind the site, and no European regulator named on the pages we can see.

That matters because Costa Rica does not run a licensing regime in the way people assume. There is no equivalent of the UK Gambling Commission or the Malta Gaming Authority issuing and policing a formal operator licence there. An Anjouan seal is an offshore registration, and offshore registrations cover a very wide range of operators. Some are well run. Some are not. You cannot tell which one you are dealing with from the seal alone.

So when someone asks whether Wakuna is legal in the Netherlands, the accurate answer is that it is not licensed by the Kansspelautoriteit, so it is not part of the Dutch legal market. It is not on the KSA list of permitted operators. You can read more about how we assess these things on our How we review page, and the licence detail sits alongside it in Licensing.

What you give up when there is no KSA licence

The Dutch market has been regulated under the Remote Gambling Act, known as Koa, since 1 October 2021. The Kansspelautoriteit enforces it. If you play at a KSA-licensed operator, three things are guaranteed by law.

  1. The operator must be connected to CRUKS, the national self-exclusion register. If you have excluded yourself, you cannot open an account or deposit at any licensed site.
  2. You have a Dutch dispute route. If the operator mishandles your money or your account, there is a formal complaints path behind it.
  3. Advertising, bonus terms and age checks are all subject to Dutch rules, and the minimum age is 18.

At Wakuna, none of those three apply. There is no CRUKS connection, so a self-exclusion you set at a Dutch site will not stop you here. There is no Dutch regulator to escalate to. That is the real trade-off, and it deserves a plain sentence rather than a sales pitch.

If you have ever used CRUKS at a licensed operator, or you think you might need to in future, an unlicensed site is the wrong place to be. Our Responsible gambling page covers the tools that do exist here, and the Dutch help organisations worth knowing about, Loket Kansspel, Tactus verslavingszorg, Gokhulp and AGOG.

03

The safety features that do exist on the site

This is not a bare-bones operation. The brand site lists a set of account tools that a serious player should expect anywhere.

  • Financial limits you set yourself on deposits.
  • Self-exclusion, which you can apply to your own account.
  • A link through to a help organisation.
  • Full transaction history you can review.
  • 24/7 live chat support, plus an email address shown inside your account area. There is no phone line.

One gap worth flagging is that no reality check or session time-out tool is listed. Those are the prompts that nudge you after a set period of play, and they are standard at KSA-licensed sites. Their absence is not fatal, but it means the responsibility for pacing sits with you. Set a timer on your phone if you need one.

The site runs in English, which suits most expats and internationals in the Netherlands, though it will not suit everyone. If language is a barrier to reading terms carefully, that is a genuine safety issue rather than a cosmetic one.

Payments, limits and the deposit wagering rule

The money side is where most people form their view of a casino, so here is the concrete picture for Dutch players.

The deposit wagering requirement before you can withdraw is the line to read twice. It is not the same as bonus wagering, and it applies to your own money. If you deposit a modest amount and want to take it back out, you need to turn that amount over three times first. That is a real constraint on how flexible your balance is, and it is not something you will find at a KSA-licensed operator.

The daily and monthly caps are reasonable for most recreational players, but if you play at higher stakes they will bite. Withdrawals by bank transfer or crypto, processed in about a day, is a normal offshore setup. Full method detail is on our Payments page, and the withdrawal specifics sit in Withdrawal.

The welcome offer on this site, and what it really costs

The welcome offer on this site is the Bet4Star Casino bonus, 225% up to €2,500 plus 500 free spins, promo code WB. Read the terms in full before you take it.

Wagering35x
Min deposit€30
Max bet while wagering€5
Max cashout€10,000
Valid for30 days

Available toPlayers from NL, UK, DE

Two things are not stated and you should not assume them. The wagering basis is not given, so it is unclear whether the 35x applies to the bonus alone or to deposit plus bonus. The eligible games list and the value of the free spins are also not published. Ask support before you deposit if any of that matters to you, because the difference between bonus-only and deposit-plus-bonus wagering is large.

Note that Bet4Star is a separate casino from Wakuna, with its own payment methods (Visa, Mastercard, Apple Pay, Google Pay, Noda, Tink, MiFinity, Jeton, crypto) and its own withdrawal window of 1-3 business days. Do not mix the two sets of terms up. If you want the full breakdown, see Bonus and Promo code.

Games, demo mode and the app situation

Wakuna carries thousands of games, with the brand site citing 3,700+ titles, 77 live tables and 460+ sports events. The lobby is split into Popular, New, Slots, Live, Table, Instant, Jackpots, Hot RTP, Feature Buy, Bonus Friendly, Originals, Top-10 and VIP. Named providers include Play'n GO, Pragmatic Play, Hacksaw Gaming, BGaming, Yggdrasil, Playson, Novomatic, Betsoft, Big Time Gaming, Thunderkick and Spribe, among others.

Real titles you will recognise include Book of Dead, Legacy of Dead, Big Bass Bonanza, Starlight Princess, Book of Ra Deluxe 6, Coin Strike. Hold and Win and Bonanza Billion, plus crash and instant games like Aviator, Plinko, Chicken Road 2, Lucky Mines and Limbo XY. Live covers Auto Roulette, Gravity Roulette, Asia Blackjack, Amazing Baccarat and Andar Bahar.

Demo mode exists for slots, which is genuinely useful. Play a title in demo first if you have not seen it before. It costs nothing and tells you more than any review.

There is no native app. What exists is a PWA, so you open the site, choose "Add to Home Screen", and you get an icon that behaves like an app. It weighs about 5 MB. Details are on App.

How to check the site for yourself

Do not take any guide, including this one, as the final word. Run these checks before you deposit.

  1. Open the site and find the licence and operator information in the footer. Confirm it matches what is described here.
  2. Read the terms on withdrawals, wagering and account closure. If something is unclear, ask live chat and keep the transcript.
  3. Test support with a real question before you deposit. How fast and how clearly they answer tells you a lot.
  4. Set your financial limits in the account settings before your first deposit, not after.
  5. Play in demo mode first if you are new to the games.

If any of that feels like too much work, that is your answer. There are KSA-licensed operators where the protections are automatic. Our Is it safe? overview covers the wider picture, and Support explains how to reach the team here.

08

The bottom line for Dutch players

Wakuna Casino is an offshore operation. It is not licensed by the KSA, it is not connected to CRUKS, and it sits outside the Dutch dispute system. It offers a large games library, EUR accounts, Dutch bank deposit options and a set of responsible-gaming tools, but the legal backstop that Dutch players get elsewhere is simply not there.

If you are comfortable with that, play with limits you set in advance, keep your wagering obligations in mind, and treat the deposit turnover rule as a real cost. If you have any history of problem gambling, or you rely on CRUKS to keep yourself honest, stay with a licensed operator. No bonus is worth your protection.
